UAD 3.6 Appraisal Knowledge Base — Project Roadmap

Version: 1.0
Last Updated: June 2026
Owner: Quality Department
Status: Phase 1 — Planning & Foundation

What Is This Project?

This is a company-wide knowledge hub built for the UAD 3.6 (Uniform Appraisal Dataset) appraisal process. Think of it like an internal Wikipedia + Help Desk + Document Library — all in one place, hosted inside your Google Workspace environment so every team member can access it with their existing company Google account.

The Problem It Solves:

  • Staff spend too much time searching for UAD guidelines, forms, and policy documents
  • Questions get asked repeatedly with no central place to find answers
  • The Quality Department has no structured way to receive, log, and track incoming questions
  • New employees have no single onboarding resource for appraisal standards

The Solution: A structured, searchable knowledge base with five core capabilities:

  1. Browse and search all UAD 3.6 documentation
  2. Access templates, forms, and Google Suite files
  3. Read a curated FAQ built by the Quality Department
  4. Submit questions directly to the Quality Department
  5. Admins manage all content without needing technical help

The Q&A System (How It Works)

This is one of the most important features. Here is the exact flow:

STAFF MEMBER
    │
│ Types a question in the "Ask a Question" form
│ (Name, email, category, question, urgency level)
    ▼
GOOGLE FORM
    │
    │ Automatically saves response
    ▼
GOOGLE SHEET (Q&A Log)
    │ Columns: Timestamp | Name | Email | Category | Question | Urgency | Status | Assignee | Answer | Date Answered
    │
│ Triggers an automated email alert to Quality Dept
    ▼
QUALITY DEPARTMENT
    │
│ Reviews the Sheet, writes the answer in the Answer column
    │ Changes Status to "Answered"
│ Triggers automated reply email to the submitter
    ▼
STAFF MEMBER receives their answer via email
    │
│ (Optionally) Quality Dept adds question to public FAQ
    ▼
FAQ SECTION UPDATED — everyone benefits

The Quality Department's workflow is entirely in Google Sheets. No new software to learn.

Admin Panel (Content Management)

Admins can manage all content through a simple web interface — no coding required.

Admin Capabilities:

  • Create / edit / delete Knowledge Base articles (like writing a Google Doc)
  • Create / edit / archive FAQ entries
  • Upload documents (syncs to Google Drive)
  • Manage user permissions (who can edit vs. view-only)
  • View Q&A log dashboard (question volume, response times, categories)
  • Add/remove navigation categories

Access Levels:

Role Can Do
Viewer (all staff) Read articles, download docs, submit questions
Editor (content managers) Create and edit articles, manage FAQ
Admin (Quality Dept lead) Full access including user management and analytics
Super Admin (IT) Firebase console and system settings

Technology Stack — Full Detail

Frontend (The Website)

Next.js 14 — The framework that builds the website pages

  • What it is: A professional web framework used by major companies (Nike, Netflix, GitHub)
  • Why: Works perfectly with Google auth, fast for users, easy to deploy on Firebase
  • What you see: Every page your staff visits

Tailwind CSS — Makes the website look professional

  • What it is: A design system that ensures consistent, clean visual styling
  • Why: Fast to build with, easy for designers to customize colors/fonts to match company brand

shadcn/ui — Pre-built components (buttons, menus, search boxes, forms)

  • What it is: A library of ready-made website elements
  • Why: Reduces build time by 40%, looks polished out of the box

Backend (The Engine)

Firebase Firestore — The main database

  • Stores: Articles, FAQ entries, categories, user data
  • Why: Google product, works seamlessly with Google auth, real-time updates, generous free tier

Firebase Authentication — Login system

  • Uses your company Google accounts — staff click "Sign in with Google" and they're in
  • No separate passwords to manage

Firebase Storage — File storage backup (Google Drive is primary)

Next.js API Routes — Backend logic

  • Handles: Search, form submissions, admin actions, Google Drive sync

Integrations

Google Drive API — Document library

  • Documents live in a designated company Google Drive folder
  • The website displays them in an organized, searchable library
  • Admins add files to Drive, they appear on the site automatically

Google Sheets API — Q&A log

  • Every submitted question auto-populates the Quality Dept's Google Sheet
  • Quality Dept works entirely in Sheets — no new tools

Google Forms — Question submission (optional: can also use built-in form)

Algolia — Search (free tier: 10,000 searches/month)

  • Powers the instant search across all articles, FAQ, and documents
  • Upgrade option: Firebase's own search (slightly slower but free)

Hosting & Infrastructure

Firebase Hosting — Where the website lives

  • Custom URL: kb.yourcompany.com (requires DNS record — IT admin, 5 min)
  • SSL certificate: Automatic (free, HTTPS by default)
  • Google's global CDN: Fast load times worldwide

Cost Estimate

Google Workspace (You Already Have This)

  • Drive, Sheets, Forms, Auth: $0 additional cost

Firebase (Free Tier Covers Most Small-Medium Orgs)

Service Free Tier Limit Cost if Exceeded
Firestore reads 50,000/day $0.06 per 100,000
Firebase Hosting 10 GB storage, 360 MB/day transfer $0.026/GB
Firebase Auth 10,000 users/month Free for Google sign-in

Estimate for 50–200 users: $0–$10/month
Estimate for 200–1,000 users: $10–$40/month

  • Free: 10,000 searches/month, 10,000 records
  • Starter ($25/month): 100,000 searches/month

Development (One-Time)

If built by a contract developer:

  • Phase 1–2 (foundation + structure): 40–60 hours
  • Phase 3 (content entry): Internal team time, not billed
  • Estimated contractor rate: $75–$150/hour (US)
  • Estimated total build cost: $3,000–$9,000

Timeline Summary

Week Milestone
1 Firebase setup, Google OAuth configured, Google Drive folder created
2 Google Sheet Q&A log configured, Form connected, automation tested
3 Website deployed to staging URL, admin login working
4 Navigation and site structure built
5 All page templates built, admin panel functional
6–8 Content entry: articles, FAQ, documents uploaded
9 Internal QC review by Quality Dept
10 Pilot launch (select team)
11 Feedback incorporated
12 Company-wide launch, staff announcement

What You Need to Get Started

From Your IT Department (1–2 hours of their time)

  • ☐ Create a Firebase project at console.firebase.google.com
  • ☐ Enable Google authentication and restrict to your company domain (e.g., @yourcompany.com)
  • ☐ Create a dedicated Google Drive folder: UAD Knowledge Base — Master
  • ☐ Create a Google Sheet: UAD KB — Q&A Log
  • ☐ Add a DNS CNAME record pointing kb.yourcompany.com to Firebase Hosting
  • ☐ Add a Service Account in Google Cloud Console (for Drive/Sheets API access)

From Your Team (Ongoing)

  • ☐ Designate 1–2 Content Managers (can be non-technical)
  • ☐ Designate a Quality Dept admin for Q&A log
  • ☐ Gather all existing UAD documentation to be uploaded
  • ☐ Draft initial FAQ (even 10 questions to start)

From a Developer (Build Phase)

  • ☐ Next.js project setup with Firebase configuration
  • ☐ Google OAuth integration
  • ☐ Firestore data models (articles, FAQ, categories)
  • ☐ Google Drive API integration
  • ☐ Google Sheets API integration (Q&A log write + email trigger)
  • ☐ Algolia search integration
  • ☐ Admin panel build
  • ☐ Deploy to Firebase Hosting

No-Code Alternative (If Developer Is Not Available)

If a developer is not available, a functional version can be built using only Google tools:

Feature Google Tool
Knowledge base website Google Sites
Document library Google Drive (embedded in Sites)
FAQ section Google Sites page with collapsible sections
Ask a Question Google Forms
Q&A Log Google Sheets (auto-populated from Form)
Search Google Sites built-in search
Login Google Workspace (automatic for company accounts)

Trade-offs of no-code approach:

  • Faster to set up (days vs. weeks)
  • Less polished appearance
  • Limited search capability
  • Harder to scale and customize long-term
  • Not ideal for large document libraries

Recommendation: Use Google Sites for an immediate interim solution while the full Next.js platform is built. This gives staff access to content within days while the proper system is developed in parallel.
